President Emmanuel Macron on Wednesday announced he would discuss extending France’s nuclear deterrent to European partners and raised the possibility of sending European troops to Ukraine to enforce a peace deal, as Europe scrambles to respond to Donald Trump’s upending of the transatlantic alliance.

In an address to the nation, Macron said that the French were “legitimately worried” about the start of a “new era” after Trump began his second stint in the White House by reversing U.S. policy on Ukraine and risking a historic rupture with Europe.

The president has discussed possibly favoring members of the alliance that spend a set percentage of their GDP on defense, sources told NBC News.

President Donald Trump is considering a major change to the U.S.’ participation in the North Atlantic Treaty Organization, according to three current and former senior U.S. officials and one congressional official. 

Trump has discussed with aides the possibility of calibrating America’s NATO engagement in a way that favors members of the alliance that spend a set percentage of their gross domestic product on defense, the officials said.

The president is similarly considering a policy change in which the U.S. may choose to prioritize military exercises with NATO members that are spending the set percentage of their GDPs on defense, the officials said. His administration has already signaled to America’s European allies that the U.S. could reduce its military presence in Europe, and one option now under consideration is to reposition some U.S. troops in the region so they are focused in or around NATO countries that have scaled their defense spending to meet the specific percentage of their GDPs, the officials said.  

Asked about Trump considering making these changes to how the U.S. engages with NATO, a National Security Council official said in a written statement, “President Trump is committed to NATO and Article V.”

The U.S. State Department is preparing to shut down almost a dozen consulates that are mainly in Western Europe in the coming months and is looking to reduce its workforce globally, multiple U.S. officials said on Thursday.

The State Department is also looking into potentially merging a number of its expert bureaus at its headquarters in Washington that are working in areas such as human rights, refugees, global criminal justice, women’s issues and efforts to counter human trafficking, the officials said.

Eight days after launch, a second commercially built moon lander, this one built by Houston-based Intuitive Machines, is poised for touchdown Thursday near the lunar south pole to evaluate the environment where NASA astronauts plan to land in the agency’s Artemis program.

Known as Athena, the IM-2 spacecraft was expected to drop out of orbit and touch down 100 miles from the moon’s south pole at 12:32 p.m. EST. The spacecraft is loaded with sophisticated instruments, a small rover, experimental cellular communications gear and a rocket-powered “hopper” that will bounce from site to site near the lander. 

As it nears the target, the main engine will fire in a maneuver called powered descent initiation to begin reducing the spacecraft’s velocity by the necessary 4,000 mph. Once the braking maneuver is complete, Athena is programmed to flip upright into a vertical, tail-down orientation for the final phase of the descent.

Nearing the landing site, Athena will descend at about 7 mph and then, at an altitude of just over 30 feet, slow to a sedate 2.2 mph for the final drop to the surface in lunar highlands known as the Mons Mouton region, about 100 miles from the south pole.

A Russian senator issued a horrifying warning to Keir Starmer, saying that sending troops to Ukraine would help Russia “fertilise the Crimean vineyards” with their bodies. Dmitry Rogozin, Putin’s former deputy premier and ex-head of the Russian Space Agency, warned that European peacekeepers would be met with hostility.
